CPSC eFiling compliance

The US Consumer Product Safety Commission (CPSC) requires electronic filing of product safety certificate data for regulated consumer products imported into the United States. This requirement took effect on July 8, 2026, and applies to all commercial shipments of regulated products regardless of value. There is no de minimis exemption.

If you ship regulated consumer products into the United States, then you need to provide CPSC eFiling data for those products. You can add this data to your products in your Shopify admin using product disclosures.

Products subject to CPSC product safety rules

CPSC eFiling applies to consumer products that are subject to a CPSC product safety rule, ban, standard, or regulation. Product categories affected by this requirement include:

  • Toys and children's products.
  • Children's clothing with drawstrings.
  • Mattresses and mattress pads.
  • Battery-powered products.
  • Lighters and multi-purpose lighters.
  • Drywall.
  • All-terrain vehicles (ATVs).

Whether a product is subject to CPSC eFiling is determined by its HS code.

This isn't a complete list of product categories. If you're not sure whether your products are affected, then consult your customs broker, refer to the CPSC's list of regulated products, or use the CPSC's Regulatory Robot tool.

Required data for CPSC eFiling

You can file CPSC compliance data with US Customs through the Automated Commercial Environment (ACE) system. The information that you're required to submit depends on if your product data is pre-loaded in the CPSC Product Registry.

Submit full Participating Government Agency (PGA) data

If your product data isn't pre-loaded in the CPSC Product Registry, then you need to submit all 7 required data elements with each shipment:

  1. Product ID.
  2. Citation codes - the applicable CPSC safety rules or standards.
  3. Manufactured date.
  4. Manufactured location.
  5. Product test date.
  6. Test lab - the accredited lab that tested the product.
  7. Point of contact.

Submit reference PGA data

If your product data is pre-loaded in the CPSC Product Registry, then you can submit reference IDs instead of the full data set with each shipment. This option requires you to register your product data with the CPSC before importing.

Add CPSC eFiling data to your products

Before you add eFiling data to your products, review the following considerations:

  • CPSC eFiling data is available only at the product level. Variant-level data isn't currently available.
  • If you use Managed Markets, then Global-e uses this information to improve your cross-border sales experience.
  • If you don't use Managed Markets, then you should consult CPSC resources as well as your broker, carrier, manufacturer, testing lab, or compliance advisor. Currently, Shopify Shipping carriers can't provide CPSC eFiling references to brokers at the US border.

You add CPSC eFiling compliance data to your products using product disclosures in your Shopify admin. When you add a disclosure to a product, select CPSC eFiling Compliance, and then choose the filing path that applies:

Foreign Trade Zone deadline for products subject to CPSC product safety rules

Products entering the US through a Foreign Trade Zone (FTZ) have an extended compliance deadline of January 8, 2027. After that date, all FTZ entries for regulated products must also include CPSC eFiling data.
